Where does the CODEOWNERS file go?

In .github/, the repository root or docs/. GitHub uses the first one it finds in that order.

Which rule wins when several match?

The last matching pattern in the file takes precedence, so order rules from general to specific.

Who can be an owner?

A GitHub username (@alice), a team (@org/team) or an email address tied to a GitHub account. Owners need write access to the repository.

What patterns are not supported?

Negation with !, character ranges in [ ] and escaping with #. Most other gitignore syntax works, including * and **.
